I attach a copy of a letter from Sir Newton Stabb of the Hongkong and Shanghai Banking Corporation regarding the grounds upon which Mr. Kadoorie decided to transfer his residence from Hongkong to Shanghai.

I may add that from a purely material point

of view it would seem to be to the advantage of His Majesty's Government to admit Mr. Kadoorie as a British subject. He is a man of wealth and he has spent large sume a charitable objects. The French Government, being fully alive to this aspect of the matter, is pressing him

to become a French citizen:
